No it isn't.
It's a bogus use of stats. Compare metro area populations, not the arbitrary and absurd political boundaries of the "City of St. Louis." It's like saying a guy who is 3 for 10 is a better hitter than a guy who is 299 for 1000. There are like 13 metro areas with higher murder rates than St. Louis.

I believe if you included the county in those stats, St. Louis comes in somewhere around the 92nd most dangerous city or something along those lines.
