He has to pass through waivers; he can only be outrighted once in his career without his consent so he could choose to become a free agent. However since no team put in a claim on him he might think his best opportunity is reporting to Memphis. At least for now. It is pretty unusual for a player to be DFA'd and remain in the same organization multiple times in a season.

It seems nearly all of our MLB and MiLB pitchers have the exact same issue, for whatever reason

Yeah; but that is why he is in AA. To see if he can figure that out.
