what exactly is the criteria/rules?

Very few rules. Create and submit a 5-song playlist of your choosing, no restrictions for number of playlists, genre or anything else. You can peruse last year’s brackets to see the wide-range of music that was submitted. Pimp it/them if you want to (check Zeus’ submissions for examples). Then listen and vote. The more the merrier- hope to see you join the tourney!
