Do you think the fact that the Cards have 2 first round picks hurts or helps their ability to negotiate with draftees? I mean obviously it gives them flexibility but if they draft a high upside talent obviously their agent will know that the Cards have a big bucket of money to divide up and can ask for more than their share. If a team only has one first round pick then the agent/draftee knowns they can only get X amount. Obviously teams like the Cardinals seem to do a lot of due dilligence about the $$ players are going to ask for, but it seems even trickier when you have 2 first round picks.

19. ST. LOUIS CARDINALS: A lot of college pitchers get mentioned here, including Gonzalez, Florida’s Jonathon Crawford, Jacksonville’s Chris Anderson and Gonzaga’s Marco Gonzales. A selection will still be available when St. Louis picks again at No. 28, so the better play could be to take a toolsy college outfielder such as Ervin, Judge or Wilson, who was a Cardinals 12th-rounder out of high school.
PROJECTED PICK: Phillip Ervin (Mock Draft 1.0: Chris Anderson).
28. ST. LOUIS CARDINALS (compensation pick for losing free agent Kyle Lohse): A number of the college pitchers St. Louis contemplated at No. 19 will still be on the table at No. 28. There has been buzz that the Cardinals could take high school righthander Devin Williams from the St. Louis suburbs, but he fits more in the second round.
PROJECTED PICK: Jonathon Crawford (Mock Draft 1.0: Billy McKinney).

2 picks always helps. You get extra dough. You can make a splash with your first one then grab a kid you like too high with the second and sign him over slot for an amount you've negotiated pre-draft, or save a bit on the first and overspend on the second. Under this CBA extra picks and especially extra money are an advantage.

Didn't everyone assume Ramsey would sign below slot last year and that turned out to not be the cae?

Sure but then you have something like Correa where the Stros work out an under slot deal in advance and then get the supposedly tough to sign McCullers. If they have a guy they like with the 2nd pick and can get him to verbally agree to under slot money pre draft they can allot that to the first pick and take a shot on someone deemed a tough sign. And of course feel that kid out pre draft. Hypothetically. It's shady but Houston showed how it works last year.

For supplemental first-round pick Lance McCullers Jr., the money was going to work — that much was ensured when the Astros secured a $2.4 million discount from slot value to sign top pick Carlos Correa.
According to data provided by Baseball America, the $2.5 million bonus leaves the Astros with $2.8 million to spend on their remaining four picks from the top 10 rounds. Any player outside the top 10 rounds paid more than $100,000 also counts against the bonus pool of $11.2 million.
They are in good position to pay Ruiz or a high schooler outside the top 10 more than slot value because the savings on No. 1 pick Carlos Correa put them $1.3 million under the limit even with the splurge to sign McCullers at nearly twice slot.
“We felt like we were getting two first-rounders, and that was one of our objectives,” Luhnow said. “In my opinion, we got the best prep pitcher in the country and the best prep player in the country.”
Ruiz, McCullers and Correa are all playing in QC now. They've been fun to watch. Correa is the most athletic shortstop I've seen in a long time. He still makes the random mistakes (after all, he's 18), but his range is just ridiculous.

Does that mean that you pick a guy that you don't really feel is worth the pick you picked him at so that you can pay him less? Or do you make him feel bad about himself, really [expletive] with his self esteem? so that you have extra money for the other guys?

Is that really the case though? I mean, a guy hears from multiple sources he's likely to be taken in the 3rd round, let's say, and a team comes and says to him...Guy, hey, we want to take you in the 1st round, but only give you 2nd-3rd round money, are you cool with that?
Sure, he could say no and gain the upside chance that he will be picked sooner than 3rd round and get more money, but he also accepts risk that he not only won't go before 3rd round but will slip later and get less.

Or do what the AStros did, which is just brilliant, imo. Take the guy they want the most which is a little bit of a stretch and save a lot of money, then use the money they saved with Correa and give it to their supplemental guy who everyone was avoiding because he was a tough sign and end up with, as lunhow said the best of both worlds.

It's all about valuation. If Buxton turns into a monster, the Astro's will be kicking themselves.
