On the other hand, you have an excellent player with the low risk one year contact before an AP extension. My guess he'll get around 18m-20m? Not ideal, but it could be worse.

I'm warming a little too.
That kind of thing torpedoes any foray they have into the FA market. You budget X amount to spend in free agency to fill whatever holes you can fill. But out of the fear of that happening (Holliday going to an arb. judge), you drastically reduce that amount you'd spend on FA just because you don't want to blow your budget out of whack on one guy.

Why would Joel or Lohse be bumped out of the rotation? It would be Halladay over Wellemeyer

The cards payroll is 88 mil. Plus 16 mil, they're at 104. Far from out of their league.....
