What does this mean? What will this allow them to do they couldn't before?

NCAA board approved D1 autonomy proposal
INDIANAPOLIS — The NCAA on Thursday approved a new governance structure for Division I that will give the five power conferences a level of legislative autonomy never seen before in the history of the organization.

The 16-2 vote by the Division I Board of Directors, which took place at NCAA headquarters, is subject to a 60-day veto period before the new governance structure is official. It is not expected enough schools will to override to put the legislation in jeopardy. The dissenting votes came from Ivy League rep and Dartmouth President Phil Hanlon and Delaware President Patrick Harker, the representative of the Colonial Athletic Conference.

They will probably give players cash monthly stipends, health insurance, guaranteed 4 year scholarships, travel allowances for family to watch games, plus more liberal recruiting rules.

The NCAA can't agree on a football playoff format, but when the players threaten to unionize, just look how quick they can agree on stuff!!! Remarkable.

If you are a D1 player outside the power 5 conferences, I guess you are out of luck.

So, each conference controls how much the stipend is, correct? So, the B1G could set that stipend at a maximum of 5 million dollars if they wanted to?
