I wasn't watching so I didn't see it but I don't think the runoff applies to things like offensive pass interference and only applies to things like false starts and faked injuries that a team could conceivably use to stop the clock and save time in the final two minutes.

Or automatic booth replays with under ten seconds left that overturn a touchdown and end the game since the scoring team doesn't have a timeout of course.
