The facility, a nondescript warehouse on Chicago’s west side known as Homan Square, has long been the scene of secretive work by special police units. Interviews with local attorneys and one protester who spent the better part of a day shackled in Homan Square describe operations that deny access to basic constitutional rights.
Alleged police practices at Homan Square, according to those familiar with the facility who spoke out to the Guardian after its investigation into Chicago police abuse, include:
Keeping arrestees out of official booking databases.
Beating by police, resulting in head wounds.
Shackling for prolonged periods.
Denying attorneys access to the “secure” facility.
Holding people without legal counsel for between 12 and 24 hours, including people as young as 15.
At least one man was found unresponsive in a Homan Square “interview room” and later pronounced dead.

Heard this joke from our public defender.
President Obama wants to find out who is the best police agency in the United States. He narrowed it down to the CIA, FBI and Chicago PD. He designed a plan to test them. He marked a rabbit and set it loose in a forest and told each of them to find the rabbit.
The CIA burned down the entire forest killing all the animals. They said the didn’t find the rabbit, but were sure it was dead. They also reported on some slight “collateral damage”.
The FBI spend two weeks in the forest talking to every informant they had and chasing down every lead they were provided. They reported that the rabbit simply doesn’t exist.
The Chicago PD went into the woods and a few hours later a bear came walking out with a black eye shaking his head and mumbling repeatedly, “ok, ok, I’m a rabbit, a rabbit”.

This was my favorite part:Illinois overpaid local governments an estimated $168 million in 2014 and 2015 from a personal property tax replacement fund.
Now the state wants the money back -- including more than $4.6 million from Quad-Cities area schools, cities, townships and other governmental units -- according to figures released by the Illinois Department of Revenue.
The alleged overpayments were the result of an "error" during the administration of former Gov. Pat Quinn that recently was discovered, according to a news release from the revenue department.
East Moline was overpaid $168,000 from the personal property replacement tax fund, the state estimates. But East Moline Mayor John Thodos noted the state owes his city $500,000 in sewer and water fees for East Moline Correctional Center -- unpaid because Illinois has been without a budget for 10 months.
"Just when I thought the state couldn't come up with any more surprises, this happens," Mayor Thodos said. "It's amazing. I don't know if this is a tragedy or a comedy."

I want to slap someone. The nuclear power plant outside the Quad Cities is going to close because Illinois won't let them raise power rates by an average of $0.25 per month per customer. It's 800 jobs.
The backstory is that the flood of natural gas power has made power cheap to the point where nuclear can't compete....At some point the price of natural gas will rise again, and then we'll wish we had that nuclear power plant. I am normally against subsidies for private business but this seems like a pretty good strategic move, keeping a nuclear plant around. Illinois I guess can't think past their nose.
Also, it isn't lost on me that since this plant is well outside of Chicago, the Illinois political machine doesn't give a crap about it.
