I don't see the discrepancy. He quite clearly says "all of baseball". That includes MiLB, the Japanese League, the Cuban League, NCAA, American Legion, Pop Warner, etc.

I'd go so far as to suggest that the Cardinals are perpetually in the top 1% of baseball payrolls across the universe.
