My guess is that they are using the two lanes of the lower (eastbound) road deck while they repair the upper deck. There is a 14-ft restriction (I assume vehicle length), which doesn't help the semis too much.
What's the estimated delay on that stretch of highway? I really don't want to travel through Wyoming.
It's only about a 20 mile stretch, so it shouldn't be too bad. I imagine they'll limit traffic to 40 MPH or so, but it really shouldn't delay you that much.

Are you going to Moab?

Salt Lake from Oklahoma. We're just visiting old friends, no big plans really. But would rather drive through Moab than Wyoming.

Scenic route and two toddlers in a car do not make for pleasant experiences. It's 16 hours total driving without delays. That's 16 hours. With toddlers.

A few suggestions for stopping:

Hays, KS - LB (Liquid Bread) Brewery
Oakley, KS - Prairie Dog Town/Six-Legged Steer
Idaho Springs, CO - Beaujo's Pizza
Silverthorne, CO - Dillon Dam Brewery (outstanding)
Silverthorne, CO - Mtn Lion Cafe (breakfast/lunch only)

The Donner Party trail should be pretty well traveled by now.

This may be here somewhere, but it's conference tournament week in college basketball, which is when I see this woman frequently:
