If you move to a rural area you don't have to have the emissions test. I think only St. Louis and KC require that.

Registering a car in MO isn't near as hard as everyone is making it out to be. Other than the inspection everything they want you to bring with you is something you should have handy anyway and the inspection is only needed every other time.

I've never done it outside of the St. Louis area. It was brutal - BRUTAL. In my experience. If you search the forum - when I moved here - there is like an 18 page thread about me asking "WTF? Is this legal? AM I being scammed? This can't be legal.."

FYI beginning in September you do not have to go through emissions testing if your vehicle is '96 or older.

Alright fellow Show-Me-Stater's, what is up with the personal property tax thing? Where, what, how do I get this receipt that I've paid them? I've never received anything in the mail for paying them. Do I have to go down to city hall and do this?

You probably did receive a receipt at one point, but most likely you'll have to go down to City Hall and pay $1 to get it. Luckily the registration place is right down the hall, so I'd make it your last stop (post safety inspection and emissions).

How do I title and license my motor vehicle if I am moving to Missouri?
Within 30 days of establishing residency in Missouri you must complete an Application for Missouri Title and License (DOR-108) for each vehicle you own and submit it along with a current insurance identification card, original vehicle inspection (if applicable), original emission inspection (if applicable), an original or certified copy of the personal property tax receipt in the owner's name for the previous year or a statement of non-assessment from the county (or City of St. Louis) Collector's office, an identification and odometer inspection, and all applicable fees.

If you would like the Motor Vehicle Bureau to send you a packet of instructions and all necessary forms needed to title and license your vehicle(s) please send your name and mailing address to mvbmail@dor.mo.gov or call (573) 751-4509.

I don't know if things are different city verus county - but you can pay online in the county.

Yep, every year and it really sucks. It normally runs me about $500 for my car every year. They send you a bill and you pay it towards the end of the year and then they send you a reciept that you paid it for the upcoming year.
