Little Rock Chief of Police wrote:"Someone once asked 'What's the best way to make crime go down 10 percent?’ The simple answer is ‘quit taking the reports.’ Unfortunately, some agencies do that,” he added.

This is an actual quote of the actual chief of police of the city of little rock responding to an article citing Little Rock as the most dangerous mid-sized city in America.
How do you lower crime? Just....don't count it.
I, for one, am in full favor of this philosophy as it means you really don't have to do anything and can still claim you have. Like, if my bosses ask why I'm over budget on a project, I'll just tell them that I'm not and to ignore the budget. Or, if someone asks what the odds are of the Cardinals winning the WS, I'll say 100% because, by this logic, you can simply not count all the years they don't win it. Chief of Police.
