It's amazing how difficult it is to adopt a stretch of highway. Actually, it's not that tough, but.... you have to agree to do it for a specified time and keep it clean by performing pickups every so often. You don't just say, "Hey, give me a mile of I-44 near Cuba" and they say, "okay"

Also, as the KKK proved in court, a local government can't refuse to let someone adopt a highway based on the viewpoint of the group. That's a first amendment right.
